Every person needs a grandparent so they can live and grow in an unfamiliar world. Their experiences, both stories of victories and failures, may we define the way see things at present. That is why the Bureau, in serving PDL who are Senior Citizens, disregarding their present situations, ensure that they still are valued as our elderlies and are provided with their special needs. To expand the BJMP 8’s provision of their needs, the Regional Office coordinated with the Philippine Health Insurance Corporation or Philhealth Inc. Corp., thru their Vice-President, Mr. Leo Douglas V. Cardona, Jr., MD. This coordination was an initiative of the Regional Director of the Jail Bureau, JCSUPT EDWIN BADILLA RIEL, DSC, who believes that in spite of their incarceration, the elderlies still deserve to be given special treatment.
Hence, on 04 June 2019, a Memorandum of Agreement for the Enrollment and Coverage of Senior Citizens Persons Deprived of Liberty (PDL) to the Government Philhealth Services was made by the Philhealth Insurance Corp. and the Bureau of Jail Management and Penology at BJMP RO VIII Bldg., Palo, Leyte. The said MOA aims to empower the collaboration between the BJMPVIII and Philippine Health Insurance Corporation to avail health benefits and insurance to Senior Citizens Persons Deprived of Liberty (PDL). Furthermore, aside from the (VAT) exemption from hospitals, Senior Citizens PDL is also automatically covered with the “no- balance billing policy.” The hospital will take charge of all the medical expenses and when the Senior Citizens PDL has to undergo long, expensive treatments and diseases perceived to be economically and medically catastrophic the patient can avail the Z benefits package.
