The Bureau of Jail Management and Penology Region VIII moves together with the Department of Health (DOH) and other Local Government Units (LGUs) towards a 100% Smoke Free Environment. This smoking ban campaign began in 2009 and became the basis of the Red Orchid Award (ROA). The winners of the ROA are based on the strength of complete efforts to implement the 100% smoke-free environments. The scores for all indicators are totaled, tallied and ranged in percentage points. The resulting tallies serves as the basis for the color of the orchid each nominee will receive. Wherein, the White Orchid (71-80%) and the Pink Orchid (81-90%) are both considered runner-ups and the Red Orchid (96-100%) is the winner.
On November 28, 2019 the RBJMP VIII, which was represented by the staff of the Regional Health Service Division and nineteen (19) unit nurses attended the Red Orchid Zonal Awarding & Media Recognition Ceremonies at Cebu City. For this year, this office was nominated for Red Orchid Awardee together with the Nineteen (19) other jails namely, Ormoc City Male & Female Dormitories, Borongan City Jail, Baybay City Jail, San Juan District Jail, Carigara District Jail, Burauen District Jail, Catarman District Jail, Palompon Municipal Jail, Basey Municipal Jail and Palo Municipal Jail on their second year. Tacloban City Jail Male and Female Dormitories, Catbalogan City Jail, Isabel District Jail, Sogod District Jail, Dolores District Jail and Balangiga District Jail on their first year while another award was given to Naval District Jail was as Red Orchid Hall of Famer for being able to maintain the awards for three (3) consecutive years. The event was held by Department of Health Region 7 & 8 at Mezzo Hotel, Mabolo, Cebu City with other Government Offices and Hospitals in Region VII & VIII. These office and units have garnered a total score of 96- 100% based on the criteria set by the DOH for implementing a 100% Tobacco-Free Environment. The journey in attaining this award started last 2017 and was not made possible without the leadership of J/SINSP TADEO P SAN GABRIEL, MD and the Health Team. This drive will not also progress without the support of the Regional Director of RBJMP VIII, J/CSUPT EDWIN BADILLA RIEL, DSC. The team’s strong efforts in promoting and advocating for a healthier environment led to achieve the award. The Regional Health Service Division still aims for all jail units to amalgamate and to achieve 100% tobacco-free environment this 2020.
